New EHB Hydrogen Infrastructure Map Unveils Major Updates for European Pipelines

The European Hydrogen Backbone (EHB) has unveiled key updates to its hydrogen infrastructure map. Major changes include a reassessment of the Baltic Sea Hydrogen Collector project, Estonia's updated connection to the Baltic Sea Hydrogen Collector by 2040, the inclusion of the Dutch terminal ACE, and Bulgaria's improved connection to Turkey along the Black Sea coast.

Non-binding market demand survey on incremental capacity for interconnection points (4)

We inform you that as of today, 3rd July 2023, the Transmission System Operator has launched a non-binding market demand assessment on incremental capacity for interconnection points. Transmission System Operator, in accordance with the Articles 26 to 29 of the Commission Regulation (EU) 2017/459, invites all Network Users to fill in the non-binding incremental capacity survey which will be available for eight weeks, until 28th August 2023. 

Please note that as of this year the non-binding incremental capacity survey can be completed separately for demand indications referred to natural gas transmission on this link or hydrogen transmission on this link.

Participants are reminded that a non-binding request for firm capacity on an interconnection has to be submitted to both neighbouring transmission system operators. If two entities plan to submit a request jointly, one on the one side and the other one on the other side of the interconnection point, then the interest should be expressed in a joint request with both neighbouring operators at the interconnection point.

We would kindly like to invite you to our traditional Workshop, which will be held on Tuesday, 13th June 2023 in the Congress Centre Four Points Ljubljana, Mons d.o.o., Pot za Brdom 4, 1000 Ljubljana.

 

The workshop will take place in two content-rounded sections.

 

First part will present legislative novelties, summarize the situation on the market and show projects that will contribute to a more efficient market and more reliable supply of natural gas in the Republic of Slovenia.

In the second part, representatives of the TSO, the Energy Agency, the Ministry of the Environment, Climate and Energy, a gas supplier and an industrial customer will give their views at the round table on the topic "Gas industry today and tomorrow".

Implementation of Article 14 of Council Regulation (EU) 2022/2576 of 19 December 2022 enhancing solidarity through better coordination of gas purchases, reliable price benchmarks and exchanges of gas across borders

In accordance with Article 14 of Council Regulation (EU) 2022/2576 of 19 December 2022 enhancing solidarity through better coordination of gas purchases, reliable price benchmarks and exchanges of gas across borders (hereinafter: the Regulation) and based on the decision of the Energy Agency of 30 March 2023, the company Plinovodi, as the transmission system operator, will start implementing the "use it or lose it" mechanism for the day ahead at all interconnection points from April 1, 2023, as specified in point a) of the seventh paragraph of Article 14 of the Regulation.

A new interactive map of hydrogen infrastructure in Europe

In cooperation with the European Hydrogen Backbone (EHB), six european associations involved in gas distribution, transport, import, and storage have launched a website showcasing hydrogen projects on an interactive map.

The interactive map includes hydrogen infrastructure projects and shows the evolution of projects in 2030, 2040, and 2050. Projects are divided into five categories: main transmission pipelines, distribution pipelines, terminals and ports, hydrogen storage and demand, and production projects.

The map includes more than:

  • 220 Hydrogen projects
  • 120 Hydrogen transmission and distribution projects
  • 40 Hydrogen storage projects
  • 10 Hydrogen terminal and ports projects
  • 40 Hydrogen demand and production projects

Demand Assessment Report 2022

Plinovodi d.o.o. has on the 25th October 2022 published Demand Assessment Reports for interconnection points Murfeld/Ceršak, Gorizia/Šempeter, Rogatec and Tornyiszentmiklós/Pince, prepared based on received non-binding market surveys on incremental capacity and according to the Articles 26-29 of the Commission Regulation (EU) 2017/459. Act amending the Network Code for the natural gas transmission system (1)

According to the Gas Supply Act and in accordance with the Act on mandatory content of the system operating instructions for the natural gas transmission network, the Energy Agency of the Republic of Slovenia has given the approval to the Act amending the Network code for the natural gas transmission system (legally unbinding translation), which was published in the Official Gazette in the Republic of Slovenia, No. 136/22. The Act stepped into force the next day after its publication and is applicable as of 1st November 2022.

The EHB initiative has published an updated development vision for development of the European hydrogen backbone to achieving REPowerEU's 2040 hydrogen goals

The European Hydrogen Backbone Initiative (EHB), consisting of gas infrastructure operators, in the announcement below, presents a promising solution to accelerate hydrogen uptake with a view to greater energy security in meeting renewable energy targets. The initiative now covers 28 European countries.

A workshop Gas market in Slovenia

European Hydrogen Backbone (EHB) initiative presents a new Study: sufficient hydrogen available within reach of the European Hydrogen backbone

Today, the European Hydrogen Backbone (EHB) initiative, a group of 23 gas infrastructure companies, presented an analysis on future demand, supply, and transport of hydrogen. This study complements the recently published EHB maps. The EU and UK could see a hydrogen demand of around 2,300 TWh by 2050. This equals to about 20-25% of future EU and UK energy demand. Expected hydrogen demand could potentially be met by green and blue hydrogen within the EU and UK. The study also shows that hydrogen imports by pipeline can provide an attractive complement to domestic supply. Hydrogen pipelines are the most cost-efficient option of hydrogen transport, outcompeting transport by ship and powerlines. Read more here.

Legal Act determining tariff rates for network charges for the natural gas transmission system for the period 2022-2024

According to the Energy Act, Act on the methodology for determining the regulatory framework of the natural gas transmission system operator, Act on the methodology for determining network charges for the natural gas transmission system and given approval from Energy Agency of the Republic of Slovenia to the regulatory framework of the natural gas transmission system operator and to the tariff rates for network charges for the natural gas for the regulatory period from 1st January 2022 to 31st December 2024, Plinovodi d.o.o. issued the Act determining tariff rates for network charges for the natural gas transmission system, which is published in the Official Gazette of the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No. 90/21) and is valid from 1st January 2022 until 31st December 2024.

Decarbonisation in Central-Eastern and South-Eastern Europe

23 April 2021

On 21 April 2021, the Association of European Gas Infrastructure Operators GIE (Gas Infrastructure Europe) published a report on decarbonisation in Eastern and South-Eastern Europe. The report includes an in-depth analysis of the role of gases and the existing gas infrastructure for 10 EU Member States. The gas infrastructure plays an essential role in decarbonising the regions, both in the short- and long-term. It provides switch from coal to natural gas to hydrogen and it plays a role as an enabler of the energy transition towards low-carbon gases. A significant reduction in greenhouse gas emissions would already be achieved cost efficiently by replacing most carbon intensive fuels with natural gas. The report is available here.

European Hydrogen Backbone (EHB) initiative presents an updated version of its vision for a dedicated hydrogen transport infrastructure across Europe

Today, the European Hydrogen Backbone (EHB) initiative, a group of 23 gas infrastructure companies, presents an updated version of its vision for a dedicated hydrogen transport infrastructure across Europe. The group proposes a hydrogen network of 39,700km by 2040, with further growth expected after 2040. This grid connects 21 European countries. The vision launched today follows the EHB report published in July 2020, which sparked a debate across Europe. That report described a network of 23,000km covering ten countries. Read more here.

According to the Energy Act and Act on mandatory content of the system operating instructions for the natural gas transmission network, the Energy Agency of the Republic of Slovenia has given the approval to the Act amending the Network code for the natural gas transmission network (legally unbinding translation), which was published in the Official Gazette in the Republic of Slovenia, No. 152/20 and is applicable as of 7th November 2020.
