Transmission Agreement for exit point inside Republic of Slovenia

System User can book transmission capacities on exit points inside Republic of Slovenia by concluding a Transmission Agreement, which as an integral part also includes the General Terms and Conditions of the transmission contract for entry and exit capacity in the Republic of Slovenia, as specified in the Rules on the procedure for the allocation of transmission system capacities for entry and exit points in the Republic of Slovenia (Official Gazette of RS, No. 152/20). Before concluding the transmission contract for the first time, the system user must submit a dully completed and signed Statement, that they accept the General terms and conditions of the transmission agreement.

Transmission Agreement for exit points inside Republic of Slovenia is standardized and is separate for domestic end customers and for distribution supply. In order to conclude a Transmission Agreement, System User must submit a Request for access for the exit point inside Republic of Slovenia to the Transmission System Operator.

Transmission Agreement for exit capacity in the Republic of Slovenia is concluded for the purpose of booking firm capacity on the transmission system for different time periods (daily, monthly or annual). By signing a Transmission Agreement System User and Transmission System Operator agree to mutual rights and obligations that define booked exit point inside Republic of Slovenia, period and volume of booked transmission capacity, offtake pressure at the offtake point and permitted deviation, maximum and minimum allowed hourly flow rate, booking price and duration of agreement.

Transmission Agreement shall be carried out in a manner as defined in the System operating instructions for natural gas transmission (Official Gazette of RS, No. 55/15, 80/17 and 152/20), which describes the method of communication between System Users and Transmission System Operator and as defined in the Rules on the procedure for the allocation of transmission system capacities for entry and exit points in the Republic of Slovenia (Official Gazette of RS, No. 125/20).

Transport Contract on auctioned capacities

A Transport contract on auctioned capacities from 1st December 2014 onwards on interconnection points can be concluded on the basis of successfully completed auctions on web-based booking platform PRISMA. System Users, who have been successful at auctions, shall be allocated the capacity with the Transport Contract on auctioned capacities with the clearing price, as defined at auction. System User receives a confirmation on the conclusion of a Transport contract on auctioned capacities by the web-based booking platform, which shall specify all contractual elements, such as the border entry or exit point, scope of capacities allocated, time period for which the capacities have been booked, clearing price, and the balancing group membership.

Transport Contract on auctioned capacities can be concluded for capacities on firm or interruptible basis and for different time periods, such as yearly, quarterly, monthly, daily standard capacity products and capacity products within the day (only firm capacities).

Framework Agreement

Network Users may conclude a Framework Agreement when they have already concluded at least one Transmission Agreement for exit capacity in the Republic of Slovenia. The maximum booked capacity determined in the Framework Agreement may amount up to 2.5-times the booked capacity under the relevant Transmission Agreement and must fully fall within the validity period of the stated Transmission Agreement.

In order to conclude a particular Transmission Agreement for day-ahead capacities based on the Framework Agreement, the responsible contact person of the System User should submit to the Transmission System Operator an Activation Request. This Activation Request is an offer to conclude a Transmission Agreement and should be confirmed by responsible person of the Transmission System Operator. With confirmation of the Activation Request by the Transmission System Operator the Transmission Agreement is concluded.

Transmission System Operator, in accordance with the Act on the methodology for calculating the network charges for transmission of natural gas (Official Gazette of RS, No. 20/19, 8/20 and 85/20), charges the System User a fix part of monthly amount for each month of Framework Agreement validity, also when there were no particular Transmission Agreement on the basis of Framework Agreement concluded, in order to manage the Framework Agreement.  Conclusion of a particular Transmission Agreement on the basis of Framework agreement does not terminate the Framework Agreement.
