Public consultation on the draft Rules on terms and conditions for capacity allocation mechanisms at interconnection points of the transmission system by auction, congestion management procedure and capacity trading on the secondary market

The Transmission System Operator, in line with best practice and the recommendations of European energy regulation, invites all interested stakeholders to submit any comments, suggestions or additions to the draft Rules on terms and conditions for capacity allocation mechanisms at interconnection points of the transmission system by auction, congestion management procedure and capacity trading on the secondary market.

The draft text includes:

• Introduction of a within-day interruptible capacity product in accordance with Commission Regulation (EU) 2017/459 of 16 March 2017 establishing a network code on capacity allocation mechanisms in gas transmission systems and repealing Regulation (EU) No 984/2013 (OJ L 72, 17.3.2017, p. 1);
• Updated legal references to European legislation (Regulation (EU) 2024/1789 and Regulation (EU) 2017/459) and Slovenian legislation (the Gas Supply Act - ZOP, and the Energy Act – EZ-2).

We invite you to send your comments and suggestions (which should include the name of the applicant, the number of the article for which the amendment is proposed, the content of the comment and the proposed amended text, and justification) in the form of the attached table by
